About the Commission

In September 2005 Westminster City Council established an independent Housing Commission charged with the task of identifying new and creative ways to combat the City’s shortage of affordable housing, and to ensure that resources that will flow from a new £100 million housing charitable trust are used effectively.

Richard Best, Director of the Joseph Rowntree Foundation, was the Chairman of the Commission, whose members were drawn from a range of sectors including industry, academia and government. You can view a full list of members on this site.

The Commission held five meetings between September 2005 and July 2006, and on those occasions, took evidence from the City Council and expert witnesses, and undertook visits to key areas in Westminster and other London boroughs.

The Scope of the Commission:

The Commission will assist the Council in providing new ways to:
  • Ensure that a variety of quality homes are available to Westminster residents with a range of housing needs
  • Best deliver "intermediate" market solutions
  • Address more effectively and prevent problems of homelessness, overcrowding and other forms of housing need
